Gotham City. 1994. Crime and insanity run rampant as an overworked and undermanned GCPD wage war with a new breed of criminal.
Thanks largely to the efforts of District Attorney Harvey Dent, the powerful criminal empires who once dominated Gotham's depraved underbelly are on the verge of collapse. A series of trials have seen many leading members of the once dominant Falcone Crime Family, including Don Carmine Falcone himself, sent to Blackgate Prison. The head of another major crime family, Salvatore Maroni, is also awaiting trial. Only one crime boss remains at large: Oswald Cobblepot AKA The Penguin. But, as the Penguin greedily consulates his new position as the most powerful boss in Gotham, other criminals have emerged to full the vacuum. Criminals who are motivated by more than just money.
Captain James Gordon has been assigned by Police Commissioner Loab to head a new taskforce to bring down a new threat to the city. A criminal mastermind has surfaced, known only as the Joker, whose murderous rampage through the city has shaken Gotham to it's very core. Every week, new murders are attributed to the Joker. The newspapers have styled "Clown Prince of Crime." Attempts to apprehend the Joker so far have all ended in failure and bloodshed.
Casting a further shadow on Gotham are the reported sightings of a mysterious, supernatural entity. Reports of this so-called "Bat-Man" have become more widespread in recent weeks. Dismissed as little more than an urban legend, it is said that the Batman appears only at night and has been preying upon Gotham's criminal underworld. Whether there is any truth to these rumours remains to be seen. So far, the GCPD has remained tight-lipped.
Meanwhile, billionaire Bruce Wayne has made a recent return to Gotham after a length absence and assumed control of his father's company: Wayne Enterprises.
