It had been less than a month since Bane's mostly non-violent take over of Santa Prisca. Mostly being the key word. While Bane had nearly the entire country under his sway before he made his march to the capital, some still needed to be crushed. Those people though were mainly the former ruler and his most loyal lackeys. Since that day, few had been foolish enough to direct oppose the man who had broken the Bat. Those who silently opposed him, mostly drug lords or foreign-paid criminals were quickly rounded up and made to not be a problem, one way or another. While the large man did not want to rule through fear and fear alone, in order to get a foot hold and start to weed out the corruption in his land, some additional force was needed. Until he could safely say the majority of those who wronged his country were out of the picture, force would be applied.
No one though had initially taken much notice of Bane seizing the small and impoverished Caribbean island. Truthfully, Santa Prisca was a Hellhole, not worth much of note. What did catch the outside worlds attention was Bane removing foreign influence. Santa Prisca was wrought with foreign investors using it as a country to launder money though, to escape taxes in their own land, to grow illegal drugs and pocket their profits, to give themselves modern day slaves, to pillage what few resources the nation had for their own gain, and much much more. As Bane cracked down on the outside influence, people outside of Santa Prisca began to lose money. They began to lose people they thought of as lessers to be exploited. They lost a land they could pillage without remorse. As such, those who took from the land without much thought, now put a lot of thought into Santa Prisca, and they made sure their nations leaders knew what was going on.
Bane had found himself called to New York City to the Headquarters of the United Nations to discuss his, as described by those losing money, Hostile and Terrorist Takeover of a Democratic Nation. It was laughable to Bane that they thought they could label his coup as such a thing. For one, less than a dozen people died during the takeover, he was more of a freedom fighter for his people, and Santa Prisca had not had a free and fair democratic election on Bane's entire life, or even his mothers life. Santa Prisca's elections were bought and won by foreign investors, that was all. While Bane had no intentions of holding democratic elections anytime soon, all he wanted was to get his people a better life. A life so no one would have to grow up how he did. While it surely made him into the incredible specimen that he was, it hardly was a life anyone needed to experience. Until he felt like he could provide that to his people, he would lead by himself. If he felt the nation would no longer need him, or that he achieved his goals, then he would reevaluate how the nation would be run.
He had arrived earlier in the day and had spent the past few hours going around in circles. He refused to speak to anyone in English despite it being the De Facto language in the UN to conduct any sort of business. He spoke only in Spanish and demanded anyone who wished to speak to him do so as well. While this could be seen as Bane being difficult, it gave him a leg up on others. By not bending to what they wanted, he held the power. By getting them to do as he said, he already commanded the room. While getting the others to speak in his native tongue was relatively easy, getting the others who wanted him out of Santa Prisca to see the errors of their ways was not. As Bane grew more and more frustrated with those around him, he spoke less and less. Eventually, after roughly 3 hours had passed, Bane refused to speak anymore until the UN brought in someone from the hero community, preferably one who had some diplomatic skills. While Bane would demand to speak to Wonder Woman, he was fully expecting to speak to someone more like Geo-Force, or one of those Justice League International C-Tier heroes.

He wanted Santa Prisca to be given a chance to grow, to prosper. He was sure none of them believed him though. All they cared about was getting their s**thole of a country back to exploit and use as they saw fit.
